Job Description



    This position is located in the Planning, Budget and Evaluation Division of the Office of Assistance Coordination in the Bureau for Near Eastern Affairs of the U.S. Department of State (NEA/AC/PBE). The incumbent serves as a staff Budget Analyst, and is responsible for various independent budgeting and program analysis tasks, in support of the Middle East Partnership Initiative (MEPI), the Near East Regional Democracy (NERD), Iraq and Syria civilian assistance programs.


    • Contributes significantly to the accomplishment of the formulation of the current and out-year budgets for assigned substantive program areas, and development of narrative justifications linking budgets to levels of program effort.
    • Formulates long-range budget estimates for multi-year programs and activities and the estimates of personnel and other resource needs to administer programs. Performs work in support of the presentation of the budgets for the assigned program areas.
    • Provides the full range of budget oversight, control, and execution for the assigned program area(s), to include the following as appropriate: Plans for the timely acquisition and use of funds through time-phased allotments and transfers.
    • Monitors the execution of a budget with many different sources & types of funding (e.g,allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, and recertified deobligated funds).
    • At the GS-11 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.
