Position Summary:
The Research Policy, Analysis and Coordination unit (RPAC) is a unit within the Office of Research and Graduate Studies (ORGS) that performs functions related to research and technology transfer policies and administration.

Under general direction, provides analytical support to the RPAC unit on research and technology transfer policy and administration issues, engaging in activities such as policy development, guidance, and implementation assistance; systemwide coordination - supporting systemwide committees and work groups; and development of resource documents for campus use and supporting systemwide and local training on various issues related to research and technology transfer policy. Serves as subject matter expert in one or more areas and takes the lead on research and/or technology transfer policy projects in these areas, with full cycle responsibility. Provides research and analysis related to complex policy issues, gathering data from UC campuses and other institutions and researching national and state trends. Projects assigned can be broad in scope with some degree of complexity.

Research and analyze complex regulatory compliance and policy concepts to a wide variety of policies, procedures, guidelines and agreements.

Provide guidance and support to campus and UCOP offices with respect to policies and external rules and regulations governing the research enterprise in respective area(s) of policy expertise. Disseminate information to campuses on relevant University policies, federal and state rules, and sponsor and agency policies, staying abreast of changes in applicable rules and regulations.

Identify gaps in University policy; analyze and make recommendations regarding new policies or policy revisions to meet changing or emerging needs; and prepare initial drafts of new and revised policies. Draft guidance documents and memos on specific research policy issues. Analyze and summarize proposed contract/agreement language by reviewing provisions and comparing, interpreting, and applying University policies to determine acceptability; provide guidance on acceptable terms and/or recommend alternate terms or clauses that are considered acceptable within University guidelines; provide information regarding implementation of external rules and regulations.

May review campus requests for exception to University policy in specific area(s) of responsibility; recommend approval/denial of requests to appropriate manager.
