JOB SUMMARY:
The primary purpose of this position is to provide engineering expertise for design, maintenance and operation of complex Mechanical, Engineering, and Plumbing (MEP) systems including utility plants, HVAC systems, HVAC Controls, piping distribution systems, medium and low voltage electrical distribution systems, lighting systems, plumbing systems and to serve as Project Officer (PO) and the Contracting Officer's Representative (COR).

"As an General Engineer you will: Develop, implement, and administer maintenance, operations, and design and construction contracts for extremely complex and potentially dangerous research facilities. Specialized knowledge of the complex and unconventional nature of the mechanical electrical, plumbing, building automation and specialty systems. Evaluate overall project technical and cost risks in determining project contingency/management reserve estimates. Assist contract officer in providing technical advice on preparing and editing contract technical scope documents. Resolve technical specifications questions and issues brought forth by both contracting and agency personnel. Monitor change control issues that may potentially affect project technical cost and schedule baselines and provide recommendations to contracting officer. Develop operating and maintenance instructions and criteria for equipment; prescribe procedures for conditions encountered in service and identify essential operating precautions. Serve as lead for identification, scheduling, and assignment of maintenance activities associated with annual lab shutdowns. Initiate, develop, and conduct major repair, improvement modifications, and renovation projects which are of a highly specialized nature due to the complexity of facilities design." ]

QUALIFICATIONS REQUIRED:

A. Applicant must have a Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Have a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. 2. Written Test: Evidence of having successfully passed the Engineer- in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam. 3. Specified Academic Courses: Successful completion in an accredited college or university of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering. These must have included the courses specified in the basic requirement. 4. Related Curriculum: Successful completion in an accredited college of a full 4-year or longer related curriculum leading to a bachelor's or higher degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology may be accepted in lieu of a degree in engineering, provided the candidate has at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Minimum Qualifications: Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include I have one year of specialized experience, at or equivalent to at least the GS-12 grade level in the Federal service, to include experience in engineering and construction management relating to building and facilities elements, particularly concentrated on laboratory, scientific, and research components by (1) reviewing engineering design and construction drawings and specifications for new construction, renovation, and improvement projects, (2) reviewing technical calculations reviewing/producing design and construction estimates and schedules (3) providing on-site construction management duties (4) serve as advisor and consultant to officials and managers within and/or outside the organization on a broad range of engineering activities and policy issues. Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
