    Responsibilities

    As a CONTRACTS SPECIALIST you will be responsible for the following duties:

    For the GG-12 Level:

    • Make or participate in competitive range determinations in competitive source selections and coordinate same with the Source Selection Authority (SSA).
    • Explore new and/or innovative contracting approaches to arrive at an equitable contract arrangement.
    • In unusually complex situations, obtain advice and guidance from Government specialists, such as attorneys, auditors, price analysts, production specialists, and property administrators.
    • Assist in the preparation of sole source justifications.
    • Review and analyze proposals, spreadsheets, contracts and contract changes.
    • Plan the negotiation strategy, coordinate that strategy with the negotiation team, and lead the negotiations.
    • Prepare solicitations or requests for proposals (RFPs), determinations and findings, and ancillary correspondence and documentation.
    For the GG-13 Level:
    • Serves as a technical contract specialist responsible for pre-award and post-award functions involving complex, highly specialized Intelligence-related procurement activities.
    • Procurement of major acquisitions related to services and support contracts for multi-discipline, operationally relevant intelligence in the Intelligence Community (IC).
    • Manages all aspects of the functional area of contract management, including contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination and closeout for a variety of contracts.
    • Responsible in executing any or all procurement administration of the resultant contracts.
    • Performs detailed analysis of all elements of costs in contractor proposals, and participates in the source section process for complex requirements.
    • Serves as a designated Contracting Officer (CO) with signature authority to enter into and bind the government to contracts subject to established dollar threshold when required or as delegated.
    • Responsible for contract administration functions following contract award throughout the contract life cycle.

    Travel Required

    Occasional travel - You may be expected to travel for this position.
